St. Mary’s Fleeton Episcopal, Reedville, Virginia. Provided housing rehabilitation expertise, program design and recommendations to the Vestry with grant money for low income homeowners. Assessed the property repair needs, secured repair estimates and identified appropriate contractors. Identified prior misuse of donated funds and recovered the money to be used in repair existing housing in poor condition. 2009-2012
St. Mary’s White Chapel Episcopal, White Chapel, Virginia. Facilitated senior management teams of nonprofit groups, county governments and state agencies to identify housing needs for the lower Northern Neck region. Drafted grant proposal to fund a housing study; fully funded. Developed, drafted and published RFP, conducted bid conference and facilitated the consultant choice. 2007-2009
Prince William County, Virginia. After 9/11, found employees could not afford housing within the county which lengthened report in time, so designed and implemented a home buying program to assist teachers, firefighters, rescue personnel, law enforcement people and nurses. Facilitated meetings between the county housing department, school district, fire and law enforcement agencies, mortgage companies, loan officers and settlement attorneys to assist county personnel with homeownership. More than 500 homebuyers benefited from this effort. 2001-present
Fredericksburg Homebuilder’s Association. Facilitated discussion and offered local government expertise to Homebuilder Association Leadership to secure favorable development and construction codes and regulations for both the builders and county in Stafford County, VA. 1999-2000
Cities of Cedar Hill, DeSoto and Duncanville, Texas. Analyzed citizen dissatisfaction with the three animal control facilities. Facilitated three Texas City governments together to build a joint animal control facility run in conjunction with an animal rights league. All cities saved money, delivered better services and enhanced their reputations among citizens. These cities also built a joint water reserve system and fire training facility, saving taxpayers a great deal of money. 1986-1997

Senior Vice President Single Family Housing, Bay Aging, Urbanna, Virginia. Managed the single family home division with a $3,000,000 budget, 4 employees, and countless. Set and exceed goals developed through strategic planning.. Under my leadership, restructured operations to comply with federal and state laws, triple the number of projects completed annually, from 12 to 36, doubled the number of homes built or rehabilitated, implemented green building technology, streamlined and made fair the bidding processes, and expanded the number of qualified contractors and reduced material costs using economies of scale with Home Depot. Identified cost effective methods to regenerate existing septic systems. Conducted assessments for a county devastated by a nor’easter and completed FEMA applications for homes flooded by the disaster on behalf of a local government and homeowners. 5 of 6 homes were funded (one did not qualify based on income-too high) Expanded existing services offered to low-income citizens by adding homebuyer’s education, down payment and closing costs assistance, housing counseling, financial literacy education program and a state-sponsored savings matching program. Established strategic partnerships with the BB&T Bank, Virginia Housing Development Authority and Freddie Mac to make homeownership possible for many. Submitted grant applications to HUD, VHDA and Freddie Mac; all were funded and resourced. Established Financial Literacy Education and Counseling Center and the First Time Homebuyers Program. Successfully lobbied a State Delegate for increased funding for each construction job. 2007

By invitation only; “SENSE is a computer-facilitated simulation that focuses on negotiations and decision-making, including resource-allocation challenges and cross-sectoral coordination, for the full range of national and international actors. SENSE models the conditions in an imaginary country (“Akrona”) that is emerging from a destructive internal conflict. Players representing government officials, private firms, civil society, and international actors must identify, coordinate, and integrate economic, social, political, and military policies to foster recovery and reconstruction.” 2009
