David R. Morrow is Director of Research for the Institute for Carbon Removal Law and Policy and the Forum for Climate Engineering Assessment, both of which are scholarly initiatives of the School of International Service at American University; as well as a Research Fellow at the Institute for Philosophy and Public Policy at George Mason University.
