Dates with a month on January can't be displayed.

If you enter a January month, and attempt to display it it doesn't display anything for the issued date. Feb-Dec seem to work ok. E.g. with the all.csl debug style

=> YEAR=2004 (04) MONTH=December(Dec/11/11) ACCESSED: YEAR=2007 (07)
Jan 1, 1991
=> YEAR=1991 (91) DAY=1st/1/01
Hmm - just noticed the fact that Dec comes out as month 11 may well be the problem here!

There is still an issue with this change I believe.
With the all.csl style, it shows
MONTH=November(Nov/11/10)
MONTH=March(Mar/3/2)
from the fragment

<date-part name="month" prefix="(" form="short"/>
<date-part name="month" prefix="/" form="numeric"/>
<date-part name="month" prefix="/" suffix=")" form="numeric-leading-zeros" />

so I think the numeric-leading-zeros is doing something odd.
This is with the current (14-Nov) code.
