Description
This may just be applicable to RIS, but if a file:// URL is specified in a URL, the specified file should be imported as an attached snapshot.

Handling EndNote's format is a separate enhancement, though.
We could probably try to interpret URLs that begin with a \ or / as a file:// URL, though it's not really necessary.
