We should:
- Add an option to export BibTeX as UTF-8, zotero.extensions.exportUnicodeBibTeX
- Use Matthias's TeX entity list to improve the ASCII mappings when the pref is off (see http://forums.zotero.org/discussion/1067/importing-of-bibtex-with-texencoded-characters/#Item_6)
When the pref is off, what do we do with the unmapped characters? Convert to question marks as we do currently?

(In [2023]) Addresses #749, BibTeX issues
- import UTF-8 by default (as far as I can tell, this is no worse than the previous behavior, which would probably have read all BibTeX files as ASCII)
- use only ascii characters in cite keys
- present BibTeX UTF-8 export option on export
- hide disabled export options, rather than graying them out, to avoid the indication that other formats will not be exported as UTF-8

Due to its size, the attached BibTeX translator will not be pushed via repo in Zotero 1.0.* and must be installed manually from here. (New installations of 1.0.* will include the updated translator.)

We probably should accept UTF-8-encoded BibTeX files, too, since it seems a number of popular programs have the option of exporting UTF-8.
