We may very well not want to do bother doing this, but people's abusing of the field is not a valid reason.

What is the envisioned use of the field, anyway? The license(s) under which the referenced item is distributed?

I use the field for rights information-- for unpublished materials in archives, this can be rather complex. And I wouldn't want it to be a dropdown, since I need to note the author's estate, or a research institute, that holds the rights to the referenced work.

WONTFIXing this is fine—just not for the stated reason. There would be solutions if we wanted to transition to a drop-down regardless of how people use the field now (which we've talked about in relation to the Language field).
One reason to use a drop-down might be to enforce rights on the website, but we probably don't want to get into that, so I'm fine closing this.
It's known people (ab)use the "Rights" field for freeform content*, so switching to a dropdown menu would be too restrictive.
