Right-click to create new collection not functioning

Description
Right-clicking the collections pane to create a new collection currently does not work. The contextual menu appears, and I can select "New Collection...", but nothing happens. I get no console errors. "New Saved Search..." and "Export Library..." continue to work. Clicking the folder-plus icon continues to work. Confirmed on OS X and Windows XP.
