RTF Citation Export Loses Characters on Windows

Description
When exporting references as RTF on Windows, a character is lost following each accented (foreign language) character. For example, "idée" becomes "idé". This problem does not occur when copying to the clipboard or exporting to HTML. It also does not occur in any form under MacOS X.
