on ingest, i will auto-truncate to first colon or question mark, or, if there are no colons or question marks, refrain from populating the field

We still need to add logic on ingest to populate this field. shortTitle should include all text up to but not including the first colon, or all text up to and including the first question mark.
Since Endnote's XML export (which we don't yet support but should) includes short-title we want to be sensitive to situations where we shouldn't use our logic and instead should just pull in the abbreviated title text. I'm not aware of any other formats that include abbreviated title at this time.

Simon, I noticed that titles without a colon or that end in a question mark do not automaticallycreate any shortTitle. This is the expected behavior from your code, but I wonder if we won't be creating the expectation that the shortTitle field be prepopulated and hence confuse people when it isn't. In other words, we all know that for citation purposes shortTitle will fall back to title, but maybe our users won't...

I'm OK with the current functionality--I think as soon as someone tries to generate a bibliography from an item with just a title and not a short title, they'll figure out what's going on. I'd be inclined to wait and see if people are confused rather than populating the field unnecessarily.
Taking — sounds like this should happen in the data layer.
Question: if they change the Title field after the item has been added, should we regenerate the Short Title? Options are Yes, No, and Only If The Short Title Differs From the Default Generate Short Title.
