File attachments should have more metadata

Description
From Roy: "I also notice that if you select "new standalone attachment" and then choose "file," there is no way to add metadata on the file. It made more sense to do "new item" and then import file."
I was able to reproduce this by going to "My Library," selecting "Add File..." and then clicking on the file (I added an image). No tabs at all.

As of r708, file attachments now have an embedded (single) note field. They also already have Tags and Related at the bottom.
Probably not going to get tabs, since they're not really intended to be first class items, though I'm sure there are some personal workflows where multiple notes for an attached file would be useful...
Do need more metadata for filename (since title is now editable), file size, etc., so renaming for that.
