(In [6971]) - Add some month/year tests (many of which fail -- refs #1731)

  • Always delete empty strToDate part (for proper testing)

Do we want to fix this for 2.1? Or just move to the citeproc-js date parser for 3.0?

It's not imperative that we fix this in 2.1, but it does show up after translator-based saving, so it's not just a manual entry issue.
