1711,[patch] Display Civil Law case information,fbennett,dstillman,"Cites to Common Law cases include a case name.  Cites to Civil Law cases sometimes do, but mostly do not.  The two types of citation have different formatting conventions, which must be covered by any full-service legal style.

In discussions with civil lawyers, we have hit a solution of putting the (optional) case nickname for Civil Law cases in the shortTitle field.  In this case, the title will test ""false"", although it may have a working short-form.  Users seem happy with this solution.

In the current UI, this leaves the Title column blank, which makes editing difficult.  The attached patch fills the empty title string of a Civil Law case with appropriate details.

With this change, I think we're ready to go for basic legal support in both realms, which is kind of exciting.
