Description
Current PMC translator scrapes pages. We should switch to their EFetch service, e.g.
http://eutils.ncbi.nlm.nih.gov/entrez/eutils/efetch.fcgi?db=pmc&id=222616&retmode=xml

Pushed to repo. Thanks, Rintze.

The NCBI Pubmed patch should eliminate saving of the wrong item (i.e. it used to mistake the PMCID of a single PubMed Central search result for a PMID).
The PubMed Central patch should enable saving on search result pages, single item pages, and journal/issue index pages.
Note: http://ukpmc.ac.uk/ uses roughly the same XML format as PubMed Central, although it used a different XML-retrieval system from eFetch: http://ukpmc.ac.uk/ppmc-localhtml/oai_service.html, e.g. http://ukpmc.ac.uk/oai.cgi?verb=GetRecord&identifier=oai:ukpmc.ac.uk:860903&metadataPrefix=pmc_fm
