Description
Uses OAI so should be able to recycle arXiv.org translator. Just substitute oai_dc for html in URL to return nice XML.
e.g.
http://oai.dtic.mil/oai/oai?verb=getRecord&metadataPrefix=html&identifier=ADA141731
to
http://oai.dtic.mil/oai/oai?verb=getRecord&metadataPrefix=oai_dc&identifier=ADA141731
