File attachments are ignored on import when Export Files was unchecked on export

Description
Exporting a file attachment (not a snapshot or web link) with Export Files unchecked creates an entry in the RDF file, but the entry is ignored on import due to the absence of a URL or file path ("Translate: Ignoring attachment: no path or URL specified").
Rather than dropping the item altogether, it should be imported without a path.
