Is there a way to get PackageMaker to use ~/Library/Receipts instead of /Library/Receipts? Do all packages just request Admin authorization? If so, why does Apple recommend not asking for authorization when not (theoretically) necessary?

Latest installer asks for admin authorization in every case. We could probably also make the installer 10.5-only, but since it can now install a working copy of the plug-in on 10.4, we probably don't want to.
