Sample Zotero Plugin doesn't install in FF2 or FF3

Description

I was not able to install the Sample Zotero Plugin (​http://dev.zotero.org/sample_plugin -- specifically ​http://dev.zotero.org/download/HelloWorldPlugin-1.0.3.xpi). In FF 2.0.0.16, when I installed the xpi and restarted FF, I get see a "requires additional items" message under Tools->Add-ons.

In FF 3.0.1, I get a message saying that the xpi is not compatible with FF 3.0.1

(This error was observed for Windows XP.)
