While Guy Sands-Pingot was the Commander of Joint Civil Affairs Task Force for the US Forces in Afghanistan from 2004 to 2005, he supervised the creation and development of Provincial Reconstruction Teams that were supported by the United States, as well as other related concepts. This is noted as another one of Sands-Pingot’s notable accomplishments.
