Dr. Gozzer is a medical doctor and experienced specialist in international and global health. He has worked with people from different cultures in more than 20 countries during the last two decades. Since 2002 he has been involved in the development of new ideas to use ICT for health: mHealth and eHealth. In this field he has been involved in design, negotiation, and implementation of many innovative projects in different countries. Currently he is international independent consultant, member of Fundación Cayetano Heredia and associate professor at the Peruvian University Cayetano Heredia.

 

His skills combine team working, problem solving approach, cultural sensitivity, training, couching, research skills and ethic leadership with sound knowledge in different public health areas like: Disease Surveillance, Mother and Child Health, Reproductive Health HIV/AIDS, Polio eradication Tuberculosis, and other infectious diseases, , and chronic diseases management.

I also lead research projects and participate in consultancies on different public health areas.

 

From 1/2002 until 6/2010: Senior Advisor Global Health. VOXIVA. Lima, Peru. In charge of preparing proposals, negotiating, designing and implementing mHealth projects in different areas and countries.

 

Senior advisor TRACnet Rwanda.HIV program indicators and patient files electronic system that uses any type of phones and internet to submit reports. The data is used for decision making at program and clinical level. Several upgrading process are going on to improve the use of the data base in program evaluation and decision making.

 

Coordinator and Principal Investigator. C@reNet, Peru. Chronic disease monitoring and adherence electronic system that uses any type of phones and internet to submit reports, get feedback. C@reNet is used by patients, health workers and health officials for decision making. Patients receive remainders, health tips, surveys, etc. Doctors can learn how patients are performing when they are at home. The system includes an automatic notification system when certain thresholds are surpassed among other features.

 

Co Investigator Increase of Blood donation among volunteer and patients relatives using an electronic system in the Hospital Nacional Cayetano Heredia, Lima. Peru. .

 

 Principal Investigator and Senior Advisor for Alerta Panama and Alerta Ecuador, Panama and Ecuador. Electronic Integrated Disease Surveillance System implemented in both countries.

 

Senior advisor and researcher for other eHealth and mHealth projects within Voxiva in Peru and other countries, including: eIDSR Tanzania, eIDSR Kenya, Community Health Rwanda, eBloodDonors Peru, mTB Peru, proposal preparation for projects in US and Canada.

 

Coordinator and training director for Alerta MINSA, an innovative disease surveillance project funded   by the World Bank’s InfoDEV program.  The project demonstrated the technical and economic feasibility of a real time electronic disease surveillance system in Peru, the first in Latin America.  Linking mobile phones, fixed lines and  Internet-connected computers, the project demonstrated the efficiency and cost effectiveness of using electronic reporting for disease surveillance.  See:  http://www.infodev.org/content/library/detail/835

 

Coordinator of Alerta DISAMAR, the disease surveillance application for the Health Department of the Peruvian Navy. Working with the Peruvian Navy, created the first real time national electronic disease surveillance system in Latin America. The disease surveillance was created almost from scratch, and included even training on basic epidemiology and disease surveillance system principles, beside training on the use of Alerta. The application is currently fully operating nationwide to all health facilities of this institution. The application includes collection, storage, dissemination, analysis and monitoring of the disease surveillance system. 

 

Design of one application to Manage HAART programs. The aim is to collect, store, disseminate and analyze information about new cases, drug supply, indicators performance, treatment supervision, lab results monitoring, etc  to improve treatment adherence and reduce complications. Currently I am participating in the design of one application to monitor chronic patients. The aim is to collect, store, disseminate and analyze information about adverse reactions, compliance, remainders for appointments, annual exams, lab exams, etc  to improve treatment adherence, reduce complications, reduce economic costs and increase quality of life..

Participation in the design of several other applications like: Organ Transplants, Immunization, Blood Bank Management, etc.

Internal consultancy for different public health information projects within Voxiva in Canada, Colombia Ecuador, India, Kenya, Mexico, Panama, Paraguay, Peru, Rwanda, Tanzania, USA.

From 5/1999 to 10/2000: Deputy Director, Strengthening of Health Care Services Program (98 million dollars health investment project funded by Peruvian Government and Inter American Development Bank IADB), Ministry of Health, Lima, Peru.

 

My responsibilities included: direct supervision of 10 coordinators, routine technical reports, monitoring and evaluation of the Program activities (of a very wide range: like clean water supply at household level, community participation in the health facilities management committee, waste disposal at hospitals, health care projects design, management training courses, health sector analysis, health policy proposal, etc.), mission to 10 departments (provinces)

 

From 1/1996 to 4/1999: National consultant (MOH in Lima), Coordinator of the Pre Investment area of the Health Care Services Strengthening Program (Investment project funded by Peruvian Government and Inter American Development Bank IADB.

My responsibilities were: supervision of 7 professional staff, approval of feasibility studies, technical missions to 6 departments (provinces), design of health care projects (i.e.: remodeling of Emergency Children’s hospital, construction of new building for Mother Child Institute, scattered population health care program, etc.)
