Mexican teacher and researcher (Guadalajara, 1980). Bachelor of Law (2002) and Master Degree in Political Science (2006) in The University of Guadalajara. Doctor in Social Sciences in The College of Jalisco (2013). He is a full time researcher and he teaches subjects related with the new information and communication technologies and their relation with society at The University of Guadalajara. He was a coordinator of The Master Degree in Public Management in Virtual Environments at The University of Guadalajara, founder of Paakat: Journal of Technology and Society, the founder of The E-Government Observatory at UDGVirtual. He has published essays and articles on technology and society. Actually, he is member of the National Research System of Mexico (Sistema Nacional de Investigadores, SNI).
